Instructions to make Vegetable Chowder:
  1. Heat oil add potatoes and mixed vegetables
  2. Fry them till tender scrape bottom if needed
  3. Drain oil
  4. Heat in pan add cornstarch
  5. Stir in well
  6. When the cornstarch is stirred in add cream and sour cream stirring constantly till thickens if to thick add milk
  7. Garnish with dill
