Boil milk in low flame till it is reduced to half.Add diluted milk powder or condensed milk.Adjust sugar if using condensed milk.Dilute cornflour with water and add to boiling milk.This gives a creamy effect to the kheer.Now dip all rava pulis in kheer and give it a boil.Sprinkle cardamom powder and serve chilled.
